How Buhari’s Slow Pace Is Affecting The War Against Boko Haram

President Muhammadu Buhari’s current slow approach to governance is affecting the prosecution of the war against extremist group, Boko Haram, in the north east, findings by PREMIUM TIMES have shown.
Officials in the administration and some retired security and military experts who spoke to PREMIUM TIMES, expressed the view that the decision by the president to continue working with the service chiefs and the National Security Adviser he inherited from the administration of former President Goodluck Jonathan, is greatly affecting the war.
“Service Chiefs are currently sitting at the edge of their seats; there is a regime of uncertainty because it was clear to them and everyone that they would not be part of the new administration, as such, they presently do not go the extra mile,” one official said.
We also gathered at the Defence Headquarters that there is presently no long term commitment on the part of the Service Chiefs and other top commanders, owing largely, to the uncertainty regarding their tenure.
“All the Service Chiefs have cleared their desks including the NSA, and each day, they expect to receive the news of their sack, in that case, how do you expect someone to be in the right frame to prosecute a war as complex as the one against Boko Haram who use civilian targets as shield,” he said.
Our source added that the Service Chiefs are presently hardly taking any decision on the war and security matters.
“They are often only called in to be given directive to carry out, the president is the one in charge,” he said.
“Take for example the decision to remove military checkpoints; an order was simply given without recourse to brainstorming on the issue,” he said.
Another retired army general, who also asked not to be named for “personal reasons” said other high ranking military officers, sensing the insecurity on the part of the service chiefs have begun to show signs of indiscipline.
He said top commanders are unable to enforce discipline at present because “everyone knows that the leadership are living on borrowed time, and so, hardly carry out directives”.
Our source added that the tenure of Service Chiefs is usually two years and the current chiefs were appointed in January 2014, as such, they know sack or not, they would leave by January 2016.
“I know that what is agitating the minds of our chiefs at present is planning their post retirement life and not any long term plan to prosecute a war
“What I would advise the president is to allow them leave, so that he, himself would be focused with a fresh team he personally put in place, the earlier we do this, the better for us as a nation,” the source said.
Just like what obtains at present in the military, this newspaper had reported recently how the delay by Mr. Buhari to make key appointments more than three weeks after assumption of office was taking a serious toll on government businesses.
We reported that the president’s delay in filling important government positions, especially the office of the Secretary to the Government of the Federation, was hurting the smooth running of government businesses.
PREMIUM TIMES investigations revealed that the day to day operations of the different ministries, departments and agencies have been weakened, while coordination of important government policies and programmes has become a mess.
“The country can ill-afford further delay by the president to make these vital appointments,” a federal permanent secretary said on Wednesday.
“From the presidency to the ministries, departments and agencies, everything has come to virtual standstill.

Scores Of Boko Haram Members Feared Dead In Battle With Troops

Scores of suspected terrorists were feared dead when troops who were newly deployed to the troubled Borno state clashed on their way along Damaturu-Maiduguri on Saturday morning.
The incident according to sources took place on Saturday morning between Ngamdu- Mainok- Jakana villages which is about 50km drive to Maiduguri, the state capital.
Between Benisheik and Ngamdu is about 25km stretch of road without any security checkpoint.
The source said, the terrorists in a convoy of three white -in- colour Hilux Vehicles had earlier barricaded the road where they blocked two motorists including a truck which they suspected were conveying foodstuff to Maiduguri, but luck run out of them as troops with support from the Jakana village immediately swung into action and killed some of the terrorists, dislodged most of them before they set ablaze two hilux vehicles with destruction of the other white new brand hilux belonging to the terrorists.
The source added that at about 12noon, a detached group of military troops were seen at the scene with over four Armoured Patrol Carriers evacuating some corpses and the injured to Maiduguri, but insisted that he cannot know whether any of the troops had a casualty during the deadly clash that lasted for about two hours.
“I can confidentially tell you that the busy Maiduguri-Damaturu road had a deadly attack between insurgents and troops, which I believe many of the terrorists were killed with destruction of three of their vehicles”. The source stated.
A police officer stationed in one of the villagers on the said highway informed our reporter that travellers are being asked to make a u-turn as the terrorists had taken over the road between Benisheik (a town 85km away from Maiduguri) and Ngamdu (35km away from Damaturu.
The officer who does not want to mention his name because it is not part of his job to speak to the press said the terrorists had attacked Ngamdu village of Benesheikh, the council headquarters of Kaga Local Government Area and killed ten persons there on Friday night.
“It may be the same group of terrorists that attempted to attack Benesheikh on Friday but were repelled by troops that were crossing the main road before they clash with the troops on Saturday morning”. The police source stated.

In an interview with Ryan Seacrest, the model touched on her role in the sci-fi action comedy and what's next. Kae insists that she wants to focus on herself and her many projects, but didn't deny that Chris won't be a part of it.
"Us getting back together...I can't say," she said. "I don't know what the future holds. As of right now, I'm just completely focused on myself. I'm not trying to date anybody. I just want to figure out me, and grow within myself."
Over the past few weeks, the two have been at odds on social media after the singer told her to stop discussing their former relationship in interviews. Kae called it quits with the "Loyal" singer after he fathered a baby with another woman. The model says despite their public drama, everything is good.
"There's no drama between us," she said. "It's cordial. It's cool. It's peaceful. I don't like drama, period."
Other stars in the Sharknado film include Mark Cuban, Frankie Muniz, Holly Madison, Jerry Springer, Chris Jericho and Chris Kirkpatrick. Jared Fogle was cut from the film amid his current FBI child pornography investigation.

Male suicide bomber disguised as a female kills 14 in Chad market

14 people have been confirmed dead after a male suicide bomber dressed in Burqa, blew himself up in the main market in Chad's capital N'Djamena this morning. Chadian police say 14 people were killed while 74 others sustained injuries.
"Our current count is 15 dead," police spokesman Paul Manga, said, a total which included the suicide bomber.
Several witnesses say the bomber had tried to enter the market wearing a woman's burqa. Chad authorities banned the head-to-toe religious garment last month saying attackers could use it as a disguise or hide explosives underneath.
"The suicide bomber was a man disguised as a woman (in a burqa). He tried to enter the market when he was intercepted by police. That is when he detonated the bomb." the Chadian police spokesperson said.
